Description

Enhancement: The "insert link" button on the edit course content page should allow "external/offsite link" and "open in new window" options. Part of this comes from a feature request from Terri on the COSL forums (​http://cosl.usu.edu/forums/view_topic?topic_id=125)

Currently there is no way for a user to add an external link without knowing HTML. We need to either address this ticket or unhide the add link button in the FCK editor.
