Add a Content Location selector to the Insert Link screen

Description
Similar to the Content Type selector, the Insert Link screen should also have a Content Location selector to allow you to specify the scope of the search (i.e. This Course, This Department, and All Departments). The default should probably be set to search the current department.
This enhancement relates to ticket #147.

Currently, we will only support Child links, no links to sibling. An enhancement has been made that allows users to click 'through' a result, to ensure that it is the appropriate document, as previously there was no way to differentiate between two same-named objects in different Courses (Syllabus, for example)
