Why does Choose (to Create a License) only require 2 items, when selecting an "Other" license?

License name and License URL, but not image (button) or License ID?

Other license has had an image field added.

The license ID is a special case, only occurring with CC licenses. At this point in time, we will keep the same architecture for non-CC licenses. Name is 'copied' into ID behind the scene.
