A publisher cannot move a Course to the Published state. This is due to a permissions error with the creation of the Download this course Zip File.

Temporarily elevated Publisher to Admin programmatically for this specific task (publishing course and course objects), then demote back tp Publisher.

The creation of the Zip File requires permissions only available to Manager and Admins, therefore the Publisher must be allowed to have a local_role for the duration of this transaction.
