No RSS per course

Description

As far as I can tell, there isn't a RSS feed per course. As one of the use cases in the eclip, I think we've either missed doing it, or missed explaining how to enable it (I didn't see instructions/link from the eclip). (I recall that there was some discussion before work began about how to implement the rss per course feature.)

To test this, I created a new department and published it. I then created a new course and published it (with no content), and then added a page and published the page and no luck.
