Same "n" for all RSS feeds and requires manager login

Description

Unless I missed something, one needs to be logged in as manager to edit RSS settings (through ZMI:Portal Syndication). The original intent as written in the eclip was to allow and administrator to edit these settings (even though this is probably not default plone behavior).

In a related fashion, the eclip requested separate "n" values for all courses and for the departments. I don't see how to implement this (even rooting around the ZMI for a little bit).

Nevermind, I just figured out where it was hiding. (In plain sight apparently.)
