Adding OER recommender portlet causes site errors

Adding OER recommender portlet through manage portlets causes site error. This may be an issue for other items in manage portlets as well.

OER Recommender should only be 'addable' on a Course objext, which it does automagically.

The bug is that it's even showing up in the 'add portlet X' menu.
