Cannot push back workflow state recursively on content in subfolders

Description
Checking the "include all items" checkbox works to push a course and all its contents to the next workflow state, but this does not work in the other direction. For example, a course completely in QA cannot be pushed back to In Progress from the course's folder contents page by checking the "include all items" checkbox. (Only the course changes state, but not its contents.)
