Description

The log files folder is not created by default. Whenever a log file is created we need to make sure that the folder containing log files exists. Log files are created during a bulk upload, ims import, or html validation. Add function to ec_course that writes log files. Doing this will ensure that the course is the single point for writing log files and it will ensure that we only attempt to create the log files folder in one place.
