Publisher can delete log files

Description

Publisher can delete log files (the ones generated by a bulk or IMS upload). They should be able to view log files, but not delete them.

Not a bug. Talked with Tom and John, and they meant Producer, not Publisher. I Producer should be able to delete a Log File/Folder while it's in InProgress?, if they so desire.
