Logged in as administrator, I don't get the edit functions even though I'm logged in.

From Brandon: Login as administrator, click on "Continue to the Brandon's Test OpenCourseWare? home page", I don't get the edit functions even though I'm logged in.

I was able to recreate this, and it seems to be a caching issue specific to the because you can get the edit functions back by refreshing the page. This bug is best recreated by first logging in as Viewer, viewing a department page, then logging in as Administrator and viewing the same department page.
